The Division of Labor Standards and Enforcement monitors, investigates, adjudicates, and enforces labor law violations within the State of California, covering employer-employee relationships and regulations. Responsible for improving the working conditions for nearly 16 million California wage earners, DLSE handles approximately 50,000 new cases each year from 19 field offices and their headquarters. DLSE also licenses businesses in certain industries.

Investigators of DLSE's Bureau of Field Enforcement concentrate their efforts in industries that are commonly known to operate in the underground economy, have a history of labor law violations, and tend to pay less than the minimum wage.
During 2002, investigators conducted 1,470 inspections in the restaurant industry and 1,703 in the garment industry, issuing 803 civil citations to restaurant owners (55 percent non-compliance) and 992 to employers of garment workers (58 percent non-compliance); the greatest number of violations found involved failure to carry Workers' Compensation insurance coverage. Investigators also issued citations for violations relating to garment manufacturing registration requirements and citations for paying employees in cash without the required itemized wage deduction statement. In 2002, DLSE bureau investigators collected over $23 Million in wages owed to California employees.
DLSE will be implementing Hansen's Licensing, Case Management, Cashiering, and Citizen Relationship Management (CRM) solutions. DLSE will also implement the Hansen web-based Executive Dashboard, Hansen's real-time data store that eliminates the need to support independent data warehouses. In addition, the project will enhance the State of California's web portal to offer web-based CRM, Licensing, and Case Management for use by employers and employees. Interfaces will be developed for legacy systems at the Internal Revenue Service, State Franchise Tax Board, and Superior Court. The project will be completed in approximately 15 months.
